The purpose of the class is to perform highly skilled, technical work in support of citywide engineering, planning, and construction projects. The class is responsible for the supervision of assigned staff and for applying in-depth workingknowledge of facility planning, architectural design, engineering and construction in order to administer major capital improvement projects. The class works within broad policy and organizational guidelines, independently plans and implements projects accordingly.

Example of Duties:

The City of Richmond Department of Public Works is seeking highly qualified candidates to fill the position of Senior Capital Projects Manager - Facilities Planning in the Facilities Maintenance Division. This incumbent is responsiblefor the management of multiple capital building and facility projects.In addition,the position will supervise Capital Project Managers and requires extensive project management experience as well as working knowledge of planning, design, engineering and construction for building and facilities.

Duties include, but are not limited to:

Managing work assignments, project scheduling and budgeting for all City buildings and facilities as well asensuring coordination of project standards and procedures related to preventive and emergency maintenance

Supervising Capital Project Managers in the construction of assigned projects from conception through commencement

Reviewing design plans and construction installation schedules

Attending construction planning and progress meetings and capturing meeting minutes

Performing site inspections to ensure compliance with project specifications, building codes and other appropriateregulations

Ensuring all aspects of assigned projects are in compliance with federal, state and local regulations and are completed in a timely manner within established budgetary constraints

Serving as the representative for the City for all contract personnel, including architects, engineers and outside agencies for the construction of capital projects;

Developing preliminary designs and cost estimates

Participating in the Architect and Engineer selection process as a member of the selection board andcontributing in the design development process as a member of the design advisory team

Attendingpublic hearings topresent information and answerrelevant questions;

Overseeing design consultant contracts through all phases of the design development process, to ensure the following:

a) project costs remain within the project allocation

b) project scope is clearly defined to facilitate competitive procurement

c) project schedule is maintained

d) project design is functional and cost efficient

Coordinating construction documents review and approval through the City's site review process

Coordinating the acquisition of easements and right-of-ways as required during construction

Ensuring that project changes remain within the original scope, time and limits of appropriated funds to include: a) reviewing and approving change orders; and b) reviewing and approving project invoices prior to payment

Performs inspections as necessary to ensure compliance with City contracts, state and federal regulations, to include:

a) conducting field measurements of work as required

b) coordinating work with Community Development, Public Utilities, Contractors and State Agencies

c) attending, coordinating and conducting job meetings as required

d) maintaining written reports of all inspections

Preparing Requests for Proposals (RFPs), bid documents and contract/purchase orders

Overseeing tabulation of bids, recommendations of contract awards and authorizes notices to proceed

Interfacing with other City Departments and adjacent property owners to expedite timely completion of capital projects

Assisting local government departments with developing Capital Improvement Plan (CIP) submittals

Coordinating preparation of annual CIP budget submittals

Preparing periodic and special reports

Attending meetings and public hearings to provide necessary technical expertiseon thedevelopment of capital projects

Qualifications, Special Certifications and Licenses:

Minimum Qualifications:

Bachelor's degree in Business Administration, Engineering, Construction Management, Architecture or related field.

Requires a minimum of eight (8) years of experience.

An equivalent combination of training and experience (as approved by the department) may be used to meet the minimum qualifications of the classification.

Valid Virginia driver's license

May require Professional Engineer (PE) and Architect in the Commonwealth of Virginia licensure.

Preferred Qualifications:

Ten (10) years of direct project management experience

Professional Engineer (PE) and/or is an Architect in the Commonwealth of VA;

Extensive project management experience

Working knowledge of planning, design, engineering and construction for building and facility projects

PHYSICAL AND DEXTERITY REQUIREMENTS:

Physical and dexterity refers to the requirement for physical exertion and coordination of limb and body movement.

Requires mostly sedentary work that involves walking, standing, stooping, and climbing part of the time, exerting up to 10 pounds of force on a regular and recurring basis, and routine keyboard operations. Physical ability to carry (25 lbs.) field equipment, traverse difficult terrain, and maneuver within heavy construction zones.
