Profile

Directs school facilities management programs to include planning, scheduling; inspection of new and existing school sites and facilities; facilities maintenance and repair; custodial services; pony mail, and warehouse services.  Performs work under broad departmental policies and established objectives and interprets policy and budget requirements on own initiative; decisions and actions impact the entire system; contacts are regularly and frequently made at all organizational levels within and outside the school system to execute and explain programs and policies; directs and evaluates work of skilled staff; and manages contracted services.

Essential Job Functions:

  • Oversees all aspects of the Facilities and Maintenance which is approximately 600 employees.
  • May oversee capital construction projects and capital maintenance projects as required.
  • Coordinates with Superintendent and Chief Operations Officer in determining when to open and close schools based on the conditions of grounds and buildings following and during emergency situations.
  • Directs the daily operations of the school custodial services, facilities maintenance program, and warehouse services.
  • Serves as central point of contact in the development of plans for organizing the long term and short term maintenance programs and associated budgets.
  • Responsible for the development and monitoring of the facilities budget.  Monitors expenditures. 
  • Reviews project decisions, confers with staff and contractors. Inspects facilities upon project completion.
  • Coordinates with architects, contractors, and skilled staff.
  • Supervises inspection program for existing facilities.
  • Approves and coordinates building usage and rental.
  • Administers the school division safety program including OSHA regulations.
  • Coordinates county and state agencies regarding severe weather events.
  • Coordinates with Parks and Recreation for the grounds maintenance of school board facilities.
  • Performs other related duties as required.

Qualifications:
Extensive knowledge of institutional, commercial or industrial level construction techniques, contracting, and administration; of school facility maintenance management, construction management, custodial services, warehouse management, and budget development and management; of and demonstrated ability to interpret plans and specifications including architectural, civil, and electrical, heating, ventilation, and air conditioning.  Demonstrated ability to: communicate and interpret needs of constituents, staff, architectural and engineering personnel, and contractors; evaluate quality of workmanship; work effectively with staff, students, and contractors;  identify, analyze and solve problems on own initiative; communicate effectively orally and in writing; administer diverse programs and staff; remain calm and give clear direction during crisis situations. Ability to use Microsoft office suite to include a strong knowledge of Excel, PowerPoint, and Word software. Strong collaboration and team building skills; and a working knowledge of public procurement.
 

Requirements:
Bachelor's degree in engineering, facilities management, or business administration preferred; a minimum of 10 years in facilities or project management; or a combination of education, training, or experience sufficient to demonstrate the required knowledge, skills and abilities. Must have supervisory experience. Valid VA Driver's License. This position requires the incumbent to drive. In accordance with Policy 5431, an employee who occupies the position and is assigned a district-owned or leased motor vehicle will be subject to annual driving checks and must maintain acceptable records pursuant to the standards set forth in the policy.
