Description: Plans, budgets, and oversees the layout, design, and construction of new or existing facilities. Oversees outside contractors. Oversees the detailed design, budgetary costing, integrated scheduling, standardized construction, and final inspection of facility projects. Conducts construction surveillance to ensure adherence to contractual requirements. Ensures project requirements are defined, project scope modifications and contract changes are negotiated, operating budgets established, and financial terms/conditions of contracts are identified. Acts as primary contact for facilities projects involving rearrangement and construction activities. Plans, tracks, compiles, and manages overall budgets and schedules for rearrangement and construction projects with complete oversight of the associated functional budgets. Strong financial acumen, extensive knowledge of ETC/commits/EAC budgeting practices. Responsible for spend performance, estimates, and oversight of design costs. Also responsible for administration, procurement, and oversight of engineering and construction subcontracts. Will develop and manage key performance indicators for these subcontracted activities as well as maintain and provide cost/quality/schedule operating metrics. Strong project and master planning experience, including specific experience managing and creating detailed integrated master schedules (IMS) for multi-faceted facilities projects involving multiple locations. Develops and manages major project schedules and plans, so they are horizontally and vertically integrated across functional teams including planning, construction engineering, facilities operations, program, security, finance, and procurement. Responsible for overall project approval, administration and execution, including plans and schedules, risk analysis, resolution of critical path conflicts, project close-out, inspection and as-built integration. Utilizes project management systems to manage and maintain Gantt, milestone charts, and other project management techniques to oversee projects, gauge progress, and identify performance variances to facilitate focus and intervention on critical areas. Formulates, recommends, and ensures compliance with LM policies and procedures involving subcontracted sourcing activities as well as engineering/construction standards and guidelines.Desired Skills: Previous experience working in a facilities organization. Previous experience working for an organization that performs major and minor building renovations in a fast paced commercial environment consisting of office, lab, manufacturing, and warehouse environments. Basic Qualifications: Must have experience reading and understanding construction drawings. Must have experience and ability to translate Mechanical, Electrical and Architectural customer requirements into a SOW and/or Scope document. Strong financial and business acumen. Excellent oral and written communication with proven negotiation skills at all levels. Detailed oriented self-starter with excellent organizational and prioritization skills. Must follow through and be persistent to extract facility requirements from customers to meet demanding schedules. Ability to work in a fast paced dynamic environment that demands flexibility and the ability to make sound decisions. Demonstrated experience with developing enduring working relationships. Strong computing skills with experience and ability to utilize Micro-station, Auto CAD or other CAFM tools. Proficiency in MS Excel and Power Point with knowledge of MS Project.
