JOB SUMMARYReports to the Director, Facilities Management.Responsibilities include the continuous and efficient operation of maintenanceprograms for the Hospital and assigned areas of Beacon Health System mechanicaland electrical equipment and facilities. Develops, recommends and implementspolicies and procedures for Departmental operations. Directs the activities ofstaff and maintains related records required to comply with The JointCommission (TJC) and other regulatory organizations. MISSION & VISIONMission: Toenhance the physical, mental and emotional well-being of the communities weserve as the community's provider of outstanding quality, superior value andcomprehensive health care services. Vision: Our vision is to achieve: Innovative health care and well-being services of the highest quality at the greatest value Easy access and convenience Outstanding patient experiences Ongoing education involving physicians, patients and the community  JOB SPECIFICATIONS Education and Experience The knowledge, skills and abilities as indicated below are normally acquired through the successful completion of an Associate's degree in Engineering or a related field from an accredited school and previous experience in facilities management and/or facility engineering; or minimum of three to five years facilities management and engineering experience in a hospital facilities engineering environment. A Bachelor's degree in Engineering or a related field is preferred. Knowledge & Skills1.            Requires advanced knowledge of standard operating procedures forFacility Services and repair techniques, preventive maintenance, material andequipment suppliers and budget preparation and control.2.            Demonstrates comprehensive knowledge of federal, state and localstandards and codes and the requirements of regulatory and accreditationagencies.3.            Requires the management skills necessary to effectively plan,manage, and organize activities of department staff.4.            Demonstrates the interpersonal and communication skills (bothverbal and written) necessary to deal effectively with all levels of Memorial Hospital/BeaconHealth System staff and outside vendors.5.            Demonstrates the ability to supervise skilled and professionalstaff engaged in performing maintenance functions on a variety of complexequipment.6.            Requires the ability to read construction drawings andspecifications, schematics, analyze work to be completed and calculate costs.7.            Demonstrates proficiency in computer skills (i.e., email, wordprocessing, PowerPoint and spreadsheets). Working Conditions Work is performed in various locations, from an office environment to certain areas where there is possible exposure to hazardous materials and hazards (such as when inspecting facilities and equipment). Physical Demands Requires the physical ability and stamina (i.e., to stand and/or walk for prolonged periods of time; move throughout the facility; lift, hold and carry objects weighing up to 50 pounds, etc.) to perform the essential functions of the position.   ESSENTIAL JOB DUTIES  The below statements are intended to describe the essential job functions andlevel of work performed by individuals assigned to this classification. Theyare not to be construed as an exhaustive list of all job duties performed bythe personnel occupying this position.1.            Ensures a continuous and efficient operation ofmaintenance programs for the Hospital, and assigned areas of Beacon HealthSystem mechanical and electrical equipment and facilities by:·        Maintaining responsibility for overseeing the performance of allMemorial life support systems; including fire systems, medical gas equipment,utility management, laundry and nutritional services equipment throughcomputerized maintenance management systems, preventive maintenance activities;also making repairs as required.·        Managing, maintaining and recording the status of equipment,ensuring that all specifications are met, required adjustments completed,repairs completed in a timely manner and preventive maintenance requirementsare consistently met.·        Analyzing equipment malfunctions to determine action necessary toprevent recurring problems (such as necessary changes, costs, the amount oftime necessary to change and determining if outside contracts are necessary);also making recommendations to the Director on items requiring capitalexpenditures.·        Assisting in developing recommendations for all Memorial Utilityand Plant Engineering requirements; in addition to evaluating capital expenserequests for Facilities Engineering for present or future expansion, as part ofMemorial's strategic planning process.·        Supervising assigned professional staff engaged in FacilityServices repairs, utilizing one's ability to read and interpret complexconstruction drawings, diagrams and specifications.·        Ensuring that work areas are kept in a safe, clean and orderlycondition and that a safe environment is maintained for staff, patients andvisitors.2.            Performs administrative and daily operationalfunctions by:·        Developing, recommending and implementing Department policies andprocedures for Facilities Engineering; including preventive maintenanceprograms, utility maintenance, mechanical equipment maintenance, mechanicalprocedures, safety instructions, emergency power systems, etc.·        Assisting in negotiating System-wide contracts on elevators, firesystems, energy management and department contracts (such as U.P.S. systems,filter maintenance, plumbing repairs and electrical repairs).·        Developing, recommending and implementing quality assuranceprograms, Department quality plans and equipment status reports (such ascomplex HVAC systems, medical gas equipment, utility management and energymanagement systems).·        Providing leadership and skill development for staff as theyperform their daily activities. Acting as a resource for staff regarding dailyoperational activities.·        Scheduling and assigning workload to the staff.·        Providing assistance and guidance to Director pertaining torecruiting, hiring, evaluating and, if necessary, recommending the coaching/discipline(and/or discharge) of staff.·        Providing assistance and guidance to Director pertaining todeveloping a process for monitoring team member performance & completion ofannual team member performance appraisals.·        Planning and coordinating ongoing training for the staff. Alsoensuring a comprehensive orientation and training for new staff.·        Assist in preparing the initial Facilities Engineering budget andensuring that the budget is maintained within guidelines.·        Assisting in the annual preparation of Department goals andobjectives; also is held responsible for accomplishing assigned goals andobjectives.·        Regularly interfacing with vendors, patients, visitors,associates and governing agencies.·        Participating as a member of Memorial's Life Safety Code Committeeunder Joint Commission guidelines.·        Maintaining Department records, reports and files as required.·        Participating on Memorial Hospital/Beacon Health System committeesas requested.·        Overseeing various construction projects within Memorial asdirected.·        Working with and coordinating efforts of personnel witharchitectural, electrical & mechanical engineers as needed on design,specification & construction.3.            Performs other functions to maintain personalcompetence and contribute to the overall effectiveness of the department by:·        Completing other job-related assignments and special projects asdirected.  STANDARDS OF BEHAVIOR Patient/Customer Centered Anticipates and takes proactive steps to ensure customer's needs are met Places courtesy and service above routine and goes beyond customer expectations Keeps patient/work environment neat and clean Understands and applies job-related aspects of patient safety and identifies, reports and corrects safety concerns as quickly as possible Respect Keeps others well informed Practices active listening Develops and maintains positive working relationships Uses problem solving techniques to resolve issues and makes decisions within personal sphere of influence Seeks to understand patient's experience Integrity Demonstrates integrity and strong business ethics Utilizes time and resources in a prudent manner Strives to continually improve department processes and services Projects professional image through enthusiasm towards work, behavior and appearance Compassion Demonstrates Beacon values verbally and through actions Displays and exhibits caring behaviors with each interaction Demonstrates self-awareness and sensitivity to the perceptions of others Listens carefully to input and concerns and takes appropriate action Interacts with dissatisfied customers in a calm, respectful manner and seeks resolutions Trust Maintains confidentiality at all times Fosters a sense of trust and collaboration among associates Verbal and written communications are clear and effective Responds to change in a positive manner  ORGANIZATIONALRESPONSIBILITIES Associate complies with the following organizational requirements: Attends and participates in department meetings and is accountable for all information shared. Completes mandatory education, annual competencies and department specific education within established timeframes. Completes annual employee health requirements within established timeframes. Maintains license/certification, registration in good standing throughout fiscal year. Direct patient care providers are required to maintain current BCLS (CPR) and other certifications as required by position/department. Consistently utilizes appropriate universal precautions, protective equipment, and ergonomic techniques to protect patient and self. Adheres to regulatory agency requirements, survey process and compliance. Complies with established organization and department policies. Available to work overtime in addition to working additional or other shifts and schedules when required.
